Within the framework of the statutory autonomy granted to non-state universities, UKE has certain institutional specificities that distinguish it from state universities.

In accordance with its legal status as a legally recognized independent university, UKE adopts the state regulations that explicitly apply to non-state universities, as well as the general principles of university legislation, insofar as they are compatible, as provided in Article 1 of Law No. 243 of July 29, 1991.
As is typical within the non-state university system, the legal representation of the university is held by the President of the University, while the Rector serves as its academic representative.
At the top of UKE’s institutional structure, there is a statutory governing body representing both public and private stakeholders, known as the Board of Trustees (Consiglio dei Garanti).

Due to its broad competencies, the Board of Trustees holds a higher institutional position than the Board of Directors and the Academic Senate. However, according to UKE’s governance model, which is based on specialized competencies and responsibilities, all governing bodies operate within an interactive and systemic framework to ensure effective university management.
The governance system does not rely on a single authority responsible for the university’s overall functioning but is based on a distinction of responsibilities: academic processes fall under the Rector’s jurisdiction, while administrative processes are managed by the Director General. The responsibilities concerning Quality Assurance (AQ) for both areas are shared.
The unity of the university and a balanced dialogue among its governing bodies are ensured by the President, who does not hold managerial duties but has various powers, including the appointment of coordinators for university structures, oversight of the institution’s development programs, and, more generally, all aspects related to legal representation. In particular, the President acts as the guarantor of compliance with the University Statute.
The structure of the university’s governance system follows the principle of maximum participation and broad involvement of all members of the academic community.
